VILLAGE BOARD MEETING

            A regular meeting of the Board of Trustees, Village of Bridgewater, was held on 11/16/09 at 7:30 p.m.

 

            Members present included:

 

                        Gary Comstock                        Mayor

                        Stephen Fitch                           Trustee

                        John Stevens                            Trustee

 

            Others present included:  Gerald Parry, Codes Enforcement Officer; Denise Jordan, Clerk/Treasurer; Richard Elliott, Engineer; Rodney and Kim Denton, Charlie Barrett, Gail and Bob Orcutt, Grace Uebler, and Carol Fanning.

 

            A public hearing was opened at 7:30 p.m. for the purpose of hearing comments for or against a proposed amendment to the water rate structure.  Mayor Comstock advised that when the original water rate schedule was developed, the rates were based upon a greater expected number of residential hook-ups to the system.  At this time, the response to the hook-ups is below expected and therefore the Board of Trustees has to reevaluate the anticipated revenue required for the operating expenses of the system.  Mayor Comstock explained that certain components of the operating system would be fixed costs such as insurance, labor for water operators.  Other costs would be variable based on the amount of usage such as chlorine and electrical usage for the pumps.  Mayor Comstock reported that based on actual expenditures the rate structure may change at the end of the fiscal year.  The increase in revenue requested from the revised water structure is necessary to avoid a deficit due to under estimation of revenue generation based on customer hook-ups.  It is expected that there will be a significant number of hook-ups in the spring which will assist in the revenue generation.  With no negative comments heard regarding the proposed water rate structure amendment, John Stevens made a motion, seconded by Stephen Fitch and approved by all board members to adopt the revised water meter rate schedules as proposed.  See below.

RESOLUTION ON METERED WATER CHARGES

 

 

WHEREAS, Local Law #1 of 2009, the “Water Law” authorizes the Village Board to levy charges for metered water, and

 

WHEREAS, such meters are read on a quarterly basis,

 

BE IT THEREFORE RESOLVED, that the Board of Trustees, Village of Bridgewater adopt the following metered rate structure and ancillary rates and fees:

            Richard Elliott spoke regarding the estimated water system start-up.  Mr. Elliott explained that water hook-ups may be as soon as Friday 11/20 pending final water test results.

 

            Mayor Comstock reported that excavator Dan Brown had mentioned an unusual amount of water was pooling in the backyard of the Village hall property due to an uneven grade in the ground.  Dan mentioned that the poor water drainage was most likely causing the musty smell in the building and could potentially cause building damage eventually.  To avoid future water damage, board members agreed to approve Dan Brown to grade the back yard and will pay by labor and materials as needed.

 

           

 

 

 

 

 

            Stephen Fitch made a motion, seconded by John Stevens, to close the meeting at 9:20 p.m.
